The Strategic Investments Office (SIO) is a division within Information Technology, reporting directly to the Chief Information Officer. The SIO encompasses IT Project Management, Business Alignment, Strategic Resources, and System Testing & Quality Assurance. The SIO builds better capabilities to plan, resource and execute high-value and time-sensitive technology investments. The office aligns technology with customer needs by delivering the agency’s highest priority IT investments.

The IT Project Management Office is deeply invested in the Agile Transformation and modernization of how Labor and Industries delivers value in the Technology domain, and expect our Project Managers to participate in growth and adoption. We promote best practices, align with internal and external partners, and deliver on high impact strategic investments. We support state wide enterprise efforts, internal maintenance and operations, and important projects that support our customers through our many lines-of-business. As part of our team, you will work with IT professionals, Managers and Leadership, Product Teams, and other state agencies to deliver some of the most exciting deliverables in Washington.


The IT Project Manager is a key role in providing solutions that support the Agency’s services to citizens and businesses within Washington State. Project Managers may lead or participate in one or more of these areas: IT Project Management practice, agile methodologies, liaison with Washington state OCIO and OFM, and contract/contractor management and oversight. This position may directly lead projects and/or initiatives around Cloud, statewide enterprise in support of the agencies goals:

  • L&I Goal 1 - Keep workers and the public safe
  • L&I Goal 2 - Help Injured workers heal and return to work
  • L&I Goal 3 - Make it easy to do business and engage with L&I
  • L&I Goal 4 - Help honest workers, businesses and providers, and crack down on the dishonest ones

Reporting to the IT PMO Manager, this position provides expert technical and organizational leadership to technology projects and is responsible for the project management of the design, development and implementation of Information Technology solutions for the entire agency including projects with budgets over $1MM, above average in risk and criticality, potentially involve OCIO oversight and are highly visible. This position will also collaborate with other Information Technology groups, agency business stakeholders, as well as with parties external to the Agency to provide well designed, developed and sustainable IT products and services.

The position is responsible to achieve the IT project goals and objectives, while managing matrixed or contracted technical developers, and IT business or systems analysts to deliver quality product within the cost, schedule, scope and quality expectations for the customer.

This position is also responsible to identify risks and issues, determine if they are technical or otherwise, and ensure mitigation of these risks either by a technical remedy or non-technical intervention.

This position is responsible for all aspects of their assigned IT projects over the entire project lifecycle (initiation, planning, execution, control and closure) and the Software Development Life Cycle (SDLC)). The IT Project Manager Senior will utilize their expert IT and IT Project Management knowledge, skills, and abilities to ensure that both agency and customer requirements are fully met, completed on time, within budget and in a manner consistent with established standards. This position will establish scope and work plans while overseeing work of matrixed or contracted technical staff assigned to the project. They will lead the collection, tracking, and management of decisions, risks, and issues, report project status to senior management and customer groups while facilitating the identification and definition of business and technical requirements. The IT Project Manager Senior coordinates product and service releases, identifying potential technical gaps, risks and benefits for technical improvements to IT driven products.

Some of what you’ll do:

  • Perform IT project initiation processes, including defining the IT Project Organization structure, IT project approach, OCIO coordination, Project assumptions and constraints, performance measures, and IT project acceptance process.
  • Provide technical guidance and estimates during business case and initiation processes of the IT organization.
  • Is responsible for the IT Project Planning of new technology implementations or modification to existing technology. Works with IT Division leadership to perform agency strategic planning and policy development for IT Projects.
  • Is responsible for the IT Project Execution phase through Monitoring/Controlling phase of new technology implementations or modification to existing technology.
  • Is responsible for the IT Project Closure processes, including preparing closure documents and closing procurements.
  • Participates in the refinement and implementation of IT Project Management Methodology by working with IT Division Leadership

  • Bachelor’s degree in Information Technology or related field and 4 years of IT Project Management experience


  • 8 years of IT Project Management experience


  • a commensurate combination of Technology and IT Project Management education and experience

Additional requirements include:

  • Professional level certification as a Project Manager, or other IT related methodological discipline (PMP, Scaled Agile Framework for Enterprises (SAFe), other).
  • Five years progressive experience at an enterprise level, providing strategic planning, policy development and technical project management to include implementation of software development projects.
  • Five years of progressive knowledge and experience with IT project management. Fluent in project management methodology and practices in application development or other areas of IT.


  • Certification in LEAN and/or Agile methodologies.
  • Certification in Change Management.
  • One year of experience deploying COTS products as technology solutions within an IT division of a comparable size.
  • Experience at a professional specialist level performing organizational leadership and technical consultation to design, develop and implement mission critical, agencywide, complex application or systems.
  • Knowledge, experience, training in communication of technical issues to business area(s); meeting facilitation; business systems analysis. Experience working in a team environment of application development.
